Question - Seeking Help!

Greetings! Hope everyone is doing well. I myself am doing pretty good, I'm just working on some animated projects that I have. Speaking of animated projects... I'm seeking some help. See, I'm new when it comes to Flash animation, and well... I'm not sure about the proper steps an animator takes when animating. For example, should the voice acting be recorded before or after the animation process is complete? I really would like to know, and I'd like to be helped if it can be possible. With that in mind I now conclude this journal entry. Thanks for reading, and please take care everyone.
